The Spanish Section of EUR-ACOM in the FEMP arose from the interest in exchanging know-how and applying strategies and policies to confront the economic and social problems shared by those European regions affected by the coal industry crisis.

Since its formation in 1991, it has upheld the following objectives:

• The defence of the interests of present-day and pre-existing coal mining communities in Spain, towards the end of helping in their recover and economic, social and environmental diversification.
• The defence, use and exploitation of community coal in the energy policies defined by the competent authorities in Spain.
• The exchange of experiences and mutual cooperation between the authorities of coal mining municipalities.
• The promotion of any other objectives that may be considered convenient in the framework of the provisions contained in present regulations, with absolute observance of what is set forth in the Statutes of the Spanish Federation of Municipalities and Provinces.
• Likewise, the Spanish Section of Coal-mining Municipalities assumes the fundamental objectives declared in the foundational principles of EUR-ACOM as its own within its territorial framework


The Section is presided over by the Mayor of Aller (Asturias), Mr. Gabriel Pérez Villalta.

At present, 94 Local Entities are affiliated, representing 1,095,180 inhabitants.
