Internet Television for Local Governments


The FEMP and the European Foundation for the Information Society signed an agreement that will launch IPTV in 30 town councils



The Presidents of the FEMP, Pedro Castro, and the Spanish Delegation of the European Foundation for Information Society and eGovernment, Julio Gómez-Pomar, have signed this morning a partnership agreement that will launch a pilot program Managing IP-TV Internet TV-Spanish for Local Government. The agreement includes Euripides aid program for the deployment of this type of television between the entities associated with the FEMP.
 
The European Foundation made available to Local Authorities an endowment for the creation of 30 administrative televisions online. The beneficiaries may be that the Spanish councils, independently or in association groups nearby municipalities in geographically request.
 
The FEMP is responsible for channel requests from interested parties and, together with the European Foundation shall identify the 30 councils or groups benefited.
 
For the launch of television, the agreement envisages the creation of a specific consortium between the Foundation and the local recipient, the Mayor or the chairman of the group occupying the chair of the Consortium, while the Foundation assumed full development and technical activity and revenue for each television, the Foundation also assumes and ensures the financial stability of each television set. The particular conditions of operation are regulated by specific agreements between the city council or group, and the European Foundation.
 
The President of the Foundation, Julio Gómez-Pomar, said the agreement signed with the FEMP allow councils to offer more efficient services to citizens, in addition to content and relevant information on the management of the municipality.
 
Pedro Castro, meanwhile, spoke of "participation", "co-management" and "transparency" when referring to what the agreement will involve the development and cited as an example the possibility that, through these stations on the Internet, it can relay the town meetings and also to enable citizens to participate "on line" in the discussions.
 
The Chairman of the Commission for the Modernization and Quality of FEMP, Luis Partida, who was present at the signing ceremony of the convention, said that the pilot of the television platform management will be held in municipalities with over 70,000 inhabitants and you may also qualify for this program groups of councils to join the urban population, although the ultimate goal is that this initiative to achieve the greatest possible number of municipalities in Spain.

The agreement also includes a television to the Internet available to the FEMP own in which, besides the activity of the Federation, will be reflected emissions and access to all administrative televisions Spanish Local Governments.
The contribution of the European Foundation in this case provides the software, the "hosting" and graphic design, corporate identity, video production and reporting, and updating programs broadcast television on the grid, among other issues. 
 
The European Foundation for the Information Society 

 
The European Foundation for Information Society and eGovernment is a non-profit organization created in accordance with European Union standards, and based in Brussels, is to serve the countries of the Union and the whole European society in fulfilling its research and development functions, the Foundation has approved Euripides, an aid program for the creation of IP administrative televisions aimed at European Public Administrations. This program aims at facilitating the access of citizens to New Technology and eGovernment.
